Hi Monica! I agree with what Greg, Stan, Alan, Charlie and Jim Nelson all have given to you, but I wanted to go just a bit further. In my experience in observing and participating in several Cub Packs, I see this cooperate and graduate sequence happening, and this is NOT the way the Cub Scout (nor Boy Scouting) programs are geared. As Stan and Alan both stated, we're talking INDIVIDUAL ADVANCEMENT here, not GROUP ADVANCEMENT. What I see a lot of times, particularly in WEBELOS Dens but also within traditional Dens , is this idea that EVERYONE has to all earn the gateway badge (Wolf, Bear, or the Arrow of Light) ALL at the same time or within a month or so of each other. This is not the way the program was engineered. It was created so that each and every boy would advance at his own rate and speed, and in the time remainining after his advancement, he can mark time by earning Arrow Points for that badge, or additional activity awards in the case of WEBELOS, while waiting out the time for the WEBELOS Badge or the Arrow of Light. I don't know where a lot of Cub Scouters got the idea that they must purge their dens COMPLETELY at the end of April or May or June, and spend two months getting ready for the next batch, and then get a new batch of Cubs in the fall. Sounds like school, doesn't it?? It's not supposed to be that way, gang. Cub Scouting is a YEAR-ROUND program, not a school year program . The Cub Scout advances at his own rate and speed, aided by his family, friends, and encouraged by the Den Leader, Den Chief and other members of his Den. If he chooses (or his family, in Monica's case) not to advance, then he suffers the consequence for that decision. We have a job to EDUCATE the families of our Cubs that the Cub Scouting program is a FAMILY program, and those parents pins help in some cases....in MOST cases, seeing the same kids going up there each month for yet another award helps as well. I don't know how many parents stop me after the Pack meeting and inform me that MY son met the requirements for the X award or the Y badge...how come HE didn't get one? , only for me to reply with You didn't sign the book, which is the only way for me to confirm this. I don't sign it until *you* sign it, and he doesn't get the badge (award) until the book's signed. I check the books each and every week and he's expected to bring the book to the meetings. I get a lot of signed books shortly after such discussions, which begs another question of integrety in advancement steps , which I won't get into here now. They gave you some great advice, Monica....I just caution those Packs that do this mass upward movement that they could be causing more problems (Cubs not really ready for WEBELOS; WEBELOS not really ready for Scouting; and parents not understanding that they are PART OF THE ADVACEMENT PROCESS in the Pack) than they are solving by moving them on up .
